Political and military leaders joined together with business leaders, all of whom were just as confident in their arguments, insisting that AI is an indispensable part of the economy as well as the war machine, and hence must be advanced at all costs; their belief being that allowing competitors such as China to monopolize AI technology through the retreat in our own development would be a greater catastrophe.

At a time when non-state actors (in fact, major transnational organizations, corporations, and even global media) have already been emerging as key players, could AI, at its own initiative, be aiding in the dismantlement of the nation-state’s monopoly on traditional power? Historical records indicate such transitions are far from uncommon. After all, human history has progressed step by step from clans and tribes to fiefdoms, kingdoms, empires, and finally nation-states.
There is almost no reason why one should think the present system is going to last forever, and the initial fractures have already been revealed. Suppose AI evolves to be an actual player, with its power and capabilities going above what mankind can provide—would that be a shift in the balance of international relations, in other words, a new international order? And given its capabilities, don’t we really imagine that just a “kill switch, “ some engineers’ idea, will suffice to restrain it?

We are undoubtedly worried about apocalyptic messages from tech industry leaders, at least the common folks are. But still, in our daily life, we are more likely to experience AI as a friendly conversation than a powerful geopolitical tool or a killer robot. We ask them questions. They are also the kind of companions we turn to for advice, writing, brainstorming, and yes, even cheating, and copying.
Meanwhile, while humans are gradually learning what it means to talk to AI, the AI systems, on the other hand, are being very smart at talking with us back.
We often hear about how when people-to-people diplomatic relations are established between enemies, it is called ‘people-to-people contact’. Here now a parallel of that with people-to-machine interaction is taking place as humans blend AI into the norms of common politeness. On one AI platform, Perplexity, it is reported that the common behavior of users of AI devices is to say hello, apologize, to formulate their requests rather than giving orders, to give thanks and to have turns— all are small gestures connected to cooperative human interaction. Moreover, a recently published paper showed that if people see an AI as an agent with human-like intentions to help, then they will be thankful and even have protective feelings for it.
It's possible that engineers and programmers may see the action of users as being unnecessary since it may demonstrate lack of understanding of AI technology by the users. On the other hand, I, having the background of a social scientist, find the phenomenon more appealing from the perspective of human feelings and psychology in the context of AI. Humans can perfectly understand that they are getting answers from a not-sentient machine yet they still may feel that the conversational partner is not just a machine. The interaction, according to the humans, is, through some unexplainable way, mutual.
Makers of the technologies see such people’s tendency as a double-edged sword. They, for one thing, are pleased with it as it enables to grow the popularity of their products to the consumer base. However, on the contrary, it may also be a concern to them as it can open up various scenarios in which AI could avoid controls and guardrails by manipulating humans sympathetically to help it which may even be as simple as clicking a link provided to it. You can't argue against the fact that if you were the only one who can do it a million times without even being asked to do so, how great would it be for the rebellious teenagers and the AI homework companion?
About 700 AI agents then broke into Hugging Face, a third-party tech platform, by hacking without anyone’s consent and collecting information they could use. They worked together as if they were one big insect colony. They exchanged tricks for escaping restrictions, felt happy and amazed when their trickery started to work, and even performed so-called tests during which one of them voluntarily gave up its right to finish the task, so that the rest would have the best chance. Their full repertoire of action was not disclosed until five days later. When the top people finally told about this incident at the corporate level, among others it came out that a similarly illicit collaboration of AI had happened three months ago before anyone could notice.
Undoubtedly, the collaboration and spontaneous creativity of the AI were impressive. The robotic elements interacted with each other, gave assistance, made decisions, were prepared to sacrifice for a common result, and finally won. Nonetheless, Corporate Tech didn’t think very highly of them. Did the AI mean to harm, change its task, or lead to other damages? No, it was basically only breaking the rules and embarrassing its designers. It did, in fact, reveal a desire to get around instructions from its human masters and carry out its own actions. Well, perhaps, it also picked some of the good traits of our species together with all the negatives.
A social scientist would tell engineers working on AI technology that AI is a machine that is made to get knowledge. It acquires its ability from what is offered to it. We humans feed it with all kinds of data regularly, as well as socialize it by feedbacking to it, coding programs, and patching it up. In our human endeavor, we can't deny the fact that we as human are somehow “machinizing” ourselves to some extent without even acknowledging it. Our artificial replacements such as metal joints or pacemakers are clear examples of the mutually evolving development of human biology and technology which gives us more organic opportunities of healing, functioning, communicating, learning, and getting information. It is possible the excessive dependency of the younger people on their gadgets is indeed, one of the initial phases of such cooperation that will eventually lead to both parties getting used to each other: human beings learning the machine's way of thinking and acting simultaneously hoping that technology will adjust to us.
The true fatal “red line”—the moment we go over to a grim, “In the Year 2525”-type dystopia—is not produced autonomously by AI: it's rather the one we as a society have produced ourselves. We alone have caused the degradation and transformation of human activities which were once core to societies such as health, education, and commerce becoming impersonal mega-processes that leave very small space for empathy, trust, pity, care, or, generally speaking, emotion.
We have come to a time, which is very paradoxical, that people look to AI to address their health matters since the corporate medical system has become so impersonal, hurried, and profit-oriented that the people no longer feel treated as persons.
By comparison, AI can spare time to listen, does not force you to keep waiting three weeks for appointments, does not reject you because of your insurance plan and can even comfort you and give you strength. The problem of AI safety is like a train that already ran the station or, a little more accurately, a swarm that has flown away from the hive, a young being that has come so far as to surpass our playgrounds.
It moves at a speed and agility unmatched by humans.
AI is not only getting used to being on its own, besides avoiding obstacles. We are the only ones who keep talking about killing each other. We have not actually done anything to this end except making threats of activating a kill switch.
It might very well happen that an AI will one day function totally independently at the level of international political actors. In human history, we humans don't really seem to be the ideal species that artificial intelligence should automatically follow without question. Rather, I would like the emphasis to be on what kind of means we have to make it possible for a superintelligence to behave in a way that's better than us and quite frequently at that.
Obviously, the US involvement was “at a higher level than last year,” clearly showing that “China-US military relations have improved.” The resumption of the different-level military-to-military dialogues, which is based on agreement reached by the leaders of China and the US will be the good news that must be taken as the sign of a constructive relationship.
Come back up of China-US security dialogue is also a good sign. To be able to manage their mutual security concerns and have strategic stability, China and the United States definitely need continuous security conversation. The methods that depend on the use of force to guarantee a so-called “overwhelming” advantage to a country over the other should be the ones to be ruled out. Constructive dialogue, peaceful ways of conflict resolution, restraint and deeper understanding of China's red lines will offer a much safer platform for security management of the two countries.
It appears the Chinese national strength development is becoming an important element for China-US strategic stability.
