I completed the bulk of the work on the book during the year that I was a fellow in the Princeton Program on Law and Public Affairs and the University of Connecticut School of Law helped to make that year possible by granting me a research leave. Arizona State University, where I am now a faculty member, has also supported my research generously.

I was able to gather the material in Chapter 6 only due to the generosity of the faculty of the Army Judge Advocate General’s (JAG) School in
Charlottesville, Virginia, which allowed me to interview JAGs studying there who had previously served in Iraq and Afghanistan and who had
encountered military and security contractors during their tours of duty.

Also, I conducted additional interviews with the National Committee for Quality Assurance employees, including Phyllis Torda, vice president for
strategy. I also conducted interviews with government employees at the Department of Defense, the Department of State, and the Government
Accountability Office, and with employees of contract firms and professional organizations, including Doug Brooks, president of the International

Lastly, Portions of this book were competitively selected for presentation in several forums that greatly enriched the content of the material presented. These forums include the Yale-Stanford Junior Faculty Forum, the New Voices Forum at the American Society of International Law, the “hot topics” panel at the annual meeting of the Association of American Law Schools, and the young scholars’ panel of the Northeast Law and Society Association.
